I am not able to use PayPal to pay.

PayPal option can be set to an account only by a support agent. Please file a support ticket to us for this. Once PayPal is set as your payment option, users will not be able to save Paypal details on their account until they have the first open invoice on their account. Users will only see the option to enter credit card details if they click update information in billing page when there is no open invoice.
