Unable to upgrade account to "Standard" account

Please try this again by doing as below.

Click 'Upgrade Account' -> Then click the box that says 'Standard Plan'

Once it is high lighted in blue , you will be able to click the drop down and select the number of users.

Then proceed further with clicking 'Continue'.
