How to add a billing user?

Generally the account owner will be the billing user by default, and if any other user needs to be added as billing user, it has to be done by the user with account owner role. The account owner can go to > Admin > Billing > Delegated Billing user > Change users > select the user that needs to be added. 

If the account owner is no longer available in the company, then you should first do the account ownership transfer. To do so, please follow the instructions in the below link:
